Stacy Flowers is a connector at heart. For more than two decades, she has brought together communities, governments, and industries to design solutions that expand opportunity and foster lasting growth. Her work spans rural towns, national initiatives, and international partnerships—always guided by the belief that practical innovation and strong relationships can transform lives.
Stacy first made her mark on global infrastructure by leading the implementation of more than 250 utility systems internationally and launching five water technology products across global markets. That foundation in both technical execution and strategic innovation continues to shape her approach today—blending detail with big-picture impact.
She went on to lead the Economic Development Department for a $3 billion national public-private network of 1,000 agencies, reaching 98% of U.S. counties. With a team of 25 executives, Stacy expanded public-private finance opportunities and advanced work in business creation, affordable housing, workforce training, and community wealth building. She also co-led national conferences drawing 3,000 leaders at a time and created a national award program to elevate outstanding economic development initiatives.
At ICF International, Stacy was selected as a Subject Matter Expert and Key Personnel for the launch of the Low Income Household Water Assistance Program (LIHWAP), a $1.2 billion initiative that partnered with 50,000+ utilities to provide water access for over 1.5 million households. She now serves as a Director at ICF, where she leads the consulting team that supports the federal office administering the $4 billion Low Income Home Energy Assistance Program (LIHEAP).
Beyond these national programs, Stacy has overseen $80 million in federal investments, evaluated more than 100 business plans, advised universities and foundations on growth strategies, co-founded a national nonprofit loan fund, and guided organizations from startups to Fortune 500 companies through expansion and transformation.
Her dedication has also been recognized internationally. She was one of only 36 students worldwide selected for the University of Oxford’s postgraduate program in Strategy and Innovation, where she successfully negotiated alumni rights for executive education students. She has also been selected by the U.S. Department of State for international exchange and invited to global forums on innovation, resilience, and economic development.
