Stacy Flowers is a nationally recognized consultant and strategist specializing in economic development, public-private finance, infrastructure innovation, and disaster recovery. Drawing on experience from local communities to global institutions, Stacy partners with public agencies, private financiers, academic leaders, and CEOs to build solutions that drive opportunity and growth.

Stacy’s leadership has shaped some of the most significant public-private initiatives in recent years. She led the team that launched the first U.S. national household water access program—a $1.2 billion effort that reached over 1.5 million people and engaged more than 50,000 water utilities, 49 states, and 97 tribal nations. Her experience includes managing investment processes for $80 million in federal project funding, reviewing over 100 “shovel-ready” business plans across 20 industries, and providing post-disaster research and funding analysis for communities in need. Her work in disaster recovery includes advising rural communities on rebuilding and resilience.

 

Stacy’s experience also includes launching new businesses and products—ranging from leading rebranding and international product launches within a Fortune 500 company to guiding small businesses through their first go-to-market efforts. She developed an economic development office for a $3 billion public-private network spanning 1,000 state and local organizations, launched new businesses in international markets, and served on the board of a major cross-border economic development exchange. She has negotiated partnerships with organizations such as the FDIC, U.S. Department of Health and Human Services, Kellogg Foundation, and the University of Oxford, and served as vice president and co-founder of a national loan fund supporting nonprofit ventures. Notably, Stacy negotiated a landmark contract between Saïd Business School and the greater University of Oxford system, securing alumni access and college acceptance for executive business students—a first for this group within the university.

Stacy has been profiled by the National Journal and featured in additional trade magazines. She has published articles for industry publications, and authored white papers and advocacy documents for a range of organizations.

Originally from rural South Alabama, Stacy brings a unique perspective that bridges the farm and the boardroom. She understands the economic and political realities of rural America, while also negotiating at the highest levels of academia and industry.

Stacy holds a Post-Graduate Diploma in Strategy and Innovation from the University of Oxford, an MBA in Marketing from Auburn University, and a BS in Accounting from Troy University. She also earned a Graduate Certificate in Digital Marketing from Columbia University, completed Graduate Finance in Economic Development with the U.S. Federal Reserve, and holds a certificate in Nonprofit Management from Stanford University.
